first i must say that the topic that you have chosen here may not be a disscustive topic ....
from my point of view there is just a small relation between them . as you can see in all the countries (not just iran) the reach men are almost the buisiness men who know how to have good commercial relation with other countries or maybe other companies.
profficency just help you to have a good position in your job but doesnt help you to earn money ...

i think that vocabulary is important than grammar in engineering
But I mean this is not the role of grammar are ignored.
usually we can tralslate well but mostly we have We have many problems in apeaking and writing and listining!
